Can't send the buyer a return label

I normally purchase and send the return label to the buyer through ebay.  Now the only options I have are: upload my own label, confirm that I have sent a label, or confirm that I can't send a label.  The buyer is in the US, so I don't understand why I can't send a return label.  I've looked through some of the other posts similar to this but haven't found an answer.

When you "upload a label", isn't this the same as "sending a return label"?

You can upload a label OR you can just send a label.

Uploading a label is for those sellers that want to create the return label outside of Ebay.  Nothing wrong with that, some sellers have their preferred way to create a shipping label and the company they want to use.

If you select Send a label, Ebay will issue a label at the seller's expense.
