Can't open "RETURN" procedure

Hi,
my account is created and I'm using it outside US. I won auction in the US and seller sent me item to US adress. Than I received it but it's defective and I want to return it. Seller provides 30-day returns and asked me to open return procedure from ebay transaction site. I clicked Return button, and than ebay redirected me to my national ebay login site and after I logged in I received message which says something like - you can't open return procedure on eBay because you didn't buy it on eBay in the US. Contact directly with seller to return item or check is money back guarantee avaible for you (and when I clicked is money back guarantee available for me - it redirected me to unavailable old eBay site).
What can I do and how I can return this item?

@baran-mich You aren’t eligible for the money back guarantee because you had the item forwarded.

keep the item or resell it. You can read the policy here https://www.ebay.com/help/policies/ebay-money-back-guarantee-policy/ebay-money-back-guarantee-policy...

the section applies to you is under “what’s covered”, click that link and then under the what’s not covered section, you will see that it says “items shipped to another address after delivery”.

If you didn't buy from this seller directly you do not have a transaction with them to return against.

Which ebay site were you on when you purchased the item? If you were on your country's site and they don't have a MBG program that's one reason why you are having the problem.  If you paid with Paypal you can file an item not as described claim there but you will have to pay for return shipping.  I believe that in most cases, Paypal will still cover you even though you had the item forwarded.

 

May I ask what type of item it was and how is it defective?

I bought it via eBay android app (with filled US delivery adress in) . 

Shipping cost is not a problem for me.

I paid with PayPal so if seller won't cooperate I'll try this way. 

I just want to return it because it's defective. I bought new/refurbished automatic watch which won't run - repair costs may be high.
