Can someone explain why is there multiple shipping fees from the same buyer?

Maybe it's the seller, who knows... but I am trying to buy the following item:

USB type-c charger 

There is a deal going on where if i buy 2 i get 2 free, just add 4 to cart, mix and match, blah blah blah.

I experimented with combinations but in the end, no matter what i tried, let's say i add 4x black and 3ft usb cords to my cart. The shipping cost is added FOUR TIMES and inflates the price to over 14 bucks.

What is happening here?

Simple they do not give a shipping discount for buying multiples, they don't have to. Simple, move on to different seller or pay the shipping.
