Yes. But this only happens when the buyer opens an SNAD case and the seller does not accept the return and pay for return shipping.

If you refund your buyer before the item is returned, eBay sends a message to your buyer which says your seller has refunded, you don't need to return the item, you can keep it (that's almost an exact quote, including the missing preposition).
