I sold an item a couple weeks ago. I have been waiting for eBay to release the hold on funds since they no longer release funds for shipping.
I don't want to pay out of pocket for shipping and would rather wait. If I wait another week (21 days), will the funds be released regardless so I can afford to ship it?

Funds were released yesterday! If anyone sees this post in the future, you can in fact wait 21 days if the buyer is willing to as well. eBay should release partial funds for shipping like they used to and not hit returning sellers with some random 21 day hold when they have released funds immediately in the past without any issues.

You should ship according to the timeline you stated in your listing, regardless of any holds by the payment processor.

Since you are new to selling there will be holds placed to ensure you are going to ship the item to the buyer just waiting 21 days will probably not get the funds released as you do not have a detailed seller rating. Tracking showing delivery will probably be needed to get the funds released. New sellers have to pay up front for the shipping and after the funds are released then you will get the money back. After your seller rating goes up and your status is trusted they will start to release the fund for the shipping and eventually the full payment will not be on a hold. If there is tracking showing delivery and feedback showing the sale was good you may be able to get the funds released.

I'm going to mark it as shipped on the 18th, wait and see if it releases my funds and then ship. If it doesn't I might just cancel the order idk

You sold the item 2 weeks ago haven't shipped it yet and are asking if you can wait an additional week? I don't think ebay is the right fit for you.

Your buyer won't wait a month to receive the item. They will file a Item Not Received claim against you after the estimated delivery date, if they haven't received the item by then. The buyer can then give you negative feedback as well. You will also get a late shipping defect from eBay. Good luck with all this.

Just marking it shipped will not get the funds released.
Tracking that shows the item was delivered is what will get the funds released.

The funds will be released when the package shows DELIVERED. The longer you wait to ship, the longer you wait to get paid...up until the point the buyer files an INR and you have to refund. Then you don't get paid at all.

You sold the Nintendo 2DS XL on 8/28. You were supposed to put it in the mail within 3 days after the buyer paid, well over 2 weeks ago. Frankly I'm surprised the buyer hasn't filed a not received case by now. It's already a week overdue to be delivered. You need to stay in touch with the buyer and tell them what the hold up is. He might be willing to wait because the price is very good.

IMO, you are playing with fire.
You don't have enough funds to ship an item you sold?
What are you going to do if you have to do a return shipping label and a refund?

He's not waiting; you were to answer the INR Return with a tracking number. If you don't, within 4 days, the buyer can escalate and it will force a refund done by ebay, and you will get a 'ding' for not taking care of your customer.
In the future, you need to ship within your handling time, no matter what the hold is. If you continue to operate this like this, you will eventually not be able to sell here any longer.

You've opened yourself to a very long list of problems.
You can't find $10.00 (Less than $10.00) to send the buyers item in a small flat rate box?
This was sold on August 28th. I'd assume the buyer paid immediately.
There isn't anyone you can borrow $10.00 from?
How did you find the money to pay your ebay fees for August? When your monthly invoice comes due, Ebay won't wait for you to pay. Not 2 weeks or longer.
