Hi.
I bought an item worth $300 which was scheduled to arrive on the 29th of June, however it was still not shipped by the 30th of June. I contacted the seller and they told me it will arrive in 14 days via ground shipping.
I decided to open an “item not recieved case” and ask for a refund. This is because I will be traveling out of the country on the 5th of July.
I waited over 24 hours but they didn’t respond. I then placed another order on Amazon and asked for one-day delivery.
Almost 36 hours later the Ebay seller sent me shipping details via USPS that they have shipped the parcel. The Ebay order takes 2-8 days to arrive and I won’t be in the country then. I will not be back in the US until September so I cannot return it.
I can't cancel the Amazon order at this point as it has already shipped.
Can I ask my apartment office to refuse the package? I beleieve it is the fault of the seller because they didn’t respond to me on time and shipped the item despite me asking them for a refund.
Or what else I can do?

Thank you everyone who contributed. I did not have a friend that can help
me return it so i did not choose that option.
The package arrived after I left on the 6th of July and I have already asked for my packages to be placed on hold in the post office as I will not be back until September.
I asked Ebay to step in so that I can get my refund when the package is automatically returned to them in 30 days. I am happy to say Ebay asked them to refund me immediately.
If they had stuck to the ETA or at least marked the item as shipped when it actually shipped it would have been a better experience.
This is my first time shopping on Ebay.com and I don’t think I will buy anything more than $10 again. The rules aren’t straightforward like Amazon, the sellers can be quite unserious and I was very distressed unnecessarily.

If you refuse the package you opt yourself out of the MBG.

ifyou can arrange for someone to receive the package and then you open a case of return,once approved,ask her to return it back to the seller with tracking.
once tracking shows delivered,you will get your money back.
Ebay gives you 30 days

30 days after delivery, but only 7 days to ship it back once you start the return.

If I'm not mistaken and I'm reading you right, you can ask eBay to step in after 3 business days. The seller sending you a tracking number and asking you to wait 14 more day past the EDD does not get them off the hook for INR. eBay may give them a few more days to allow deliver but I doubt seriously if it will be extended 14 days. If you get a refund and the package arrives after you've left, you can always return it when you get home.

@agent006140suggested the item be returned by a friend/relative/neighbor. Keep in mind this will be what eBay considers to be a "remorse" return, and you will be responsible for the return postage. So leave your friend/relative/neighbor some money.

eBay will put an INR on hold for up to 14 days.

Just a note .... If the seller is enrolled in Guaranteed Delivery, eBay will pay for the return of a late delivery.

Also, many sellers have free returns.
Not all sellers are in GD and even fewer have free returns, so returning may cost you.
Unless you are in PayPal "Returns on Us"
I would escalate the INR as soon as you can.
If they find in your favor, THEN refuse the package when it arrives.
If they put it on hold, have someone pick up the package and then return it to the seller. The package must start it's journey back within 5 Business Days of requesting the return.

Now 8 because of the holiday.
That's more than 5.
