Can I change the Shipping if I send an offer to a buyer and they pay?

If I send an offer to the buyer, the listing doesn’t allow me to change the package weight or detentions. If they pay and buy it, can I change it when buying the label or will it still be locked?

You can put in accurate weight and measurements when you purchase the label but you can't charge the buyer more than the listing stated for shipping and you can't downgrade the service.
