are USPS seasonal rates because of Sunday Amazon deliveries?

No real way of knowing because the USPS will not disclose its agreement with Amazon but It would not surprise me if ebay sellers and other USPS customers are subsiding Amazon deliveries.

just out of curiosity as a new seller, how are some sellers able to sell an item for 10$ with free shipping such a tool kit that is at lease 10 X 8, for such items shipping is almost 9$.Can anyone help or explain or guide?
