Parcel Select Ground postage cannot be purchased at the Post Office; it can only be purchased online. The retail equivalent is called Retail Ground. Last time I checked, Retail Ground not only cost more than Parcel Select Ground, it also cost more than the online price to ship the same package at online Priority Mail rates. Parcel Select Ground and Retail Ground used to be known as Parcel Post.
eBay has decided to phase out access to Parcel Select Ground labels for all eBay sellers who are not Top Rated Sellers, even though USPS has made no changes in their services or policies, and it's offered by all other online postage sellers including PayPal (at www.PayPal.com/shipnow ), endicia, stamps.com, etc. When a non-TRS goes to purchase postage, they often don't notice that Parcel Select is missing and the postage option has defaulted to Priority Mail.
