I received a package today from China that shipped around the end of April. This is the third time I've purchased from this particular seller, never had a problem until today. The seller used Buylogic to ship the package to me, and it appears that Buylogic started the process to generate a USPS First Class shipping label (including the 9400.... tracking number) but never paid for the label -- they just printed the label and used it. At some point the USPS noted that the shipment had not been paid for, so I was offered a choice by my mail carrier -- pay the $5.00 postage due, or refuse the package and have it returned. Since I had already waited almost a month for this item, I decided to pay to get it. My total payment to the seller was about $17.
My mail carrier said that they have seen several of these "postage due" packages in the past week, there's an open investigation for this issue. The return address on the label was an Amazon warehouse in Torrence, California.

New way to scam the buyer it seems: them China sellers are good at it.
Report them for seller abuse... seller has violated on of eBays policy's;;;
