I have been selling some left over toner cartridges, from machines that we don't have anymore. Several have been purchased by buyers who are obviously reselling them. And 3 time now I have received notes from the buyer after they have already purchased and paid, demanding that the cartridges be over boxed to protect the and items retail box, and not to adfix adheasive labels directly to the toner box. A pratice that many retailers do to keep costs down. Some of these toner cartrigges were shipped to me that way and still have the original labels addressed to me, on the box.
Can buyers make these sort of demands after purchase? Shouldn't they have to contact me before purchase to make these requests? Placing the item in a larger box adds to the shipping cost, both for the size of the box, and weight.

Let the buyers know how much more that will cost, and offer to invoice them for the additional costs incurred by their requrest.
For current and future listings, show the pasted-on shipping label in your photo of the item so the potential buyers know that there's already a label stuck on. And you could insert a comment in your description, advising potential buyers that you intend to ship the cartridges with no additional packaging (you could even point out the older shipping label in the image) and that they should contact you in advance if they have special requests regarding shipping.

Perosnally I hate when retailers or manufacturers ship things in the retail boxes only. I feel there should always be a neutral outer box. There's nothing you can do about any labels you didn't apply, but you can (and should) as a matter of practice add a second outer box.

OP shipping a box inside a box wouldn't open them to a "case".
