My customers are unable to request a combined shipping total from me for multiple items in their cart.
I have followed the directions on the page, but that does not seem to do fix the problem:

As such, I need to either refund folks after they pay, or send them offers which they accept (at which point I can then send an invoice).
How do I make this whole process easier? I would like for customers to get combined shipping prior to paying and without me having to send an offer for more of a discount.

On this page:
Go down to the section where it says Flat shipping rule and click edit. Create your flat shipping rule.
Then go to your active listings page in seller hub, check all the listings you want tied to that rule, and at the top click edit. This will take you to the bulk edit page where you can apply the combined shipping rule to those listings all at once.

I'm with you all the way up until the bulk edit page. What do I actually do here to add the combined shipping rule?

Have you ever used the bulk editor @collectdoor? Not sure if you need advice for every single step or just a basic overview? Let us know.
The basic info is once the listings are pulled into the bulk editor, check the box to select all listings, then at the top you'll see an edit menu - select the shipping section - then apply the combined ship rule.
If you use biz policies, then you don't need to use the bulk editor, you can just update the biz policy and that will reflect on all listings tied to that policy.
Let me know if that solves it. If you still need more direction then I'll need more info about your account - whether you're using biz policies and whether you have bulk edit experience.

When I go to "Shipping Policy," my options are to change the method / price of shipping.
I'm not seeing any option to add any rule.

Just throwing this out there...Many mobile device/ cellphone users don't have access to the " request total from seller " button. It's been an endless problem.
If all else fails, you could ask your buyers if this is the situation in their case.
