Hi All I have buyer that appears to very little experience in Ebay and does not have a Pay Pal Account. He is returning just cause he does not like item not anything wrong with it. My policy is to accept but as mentioned no way to print a return
He bought an item and wants to return. I approved the return but this individual has no way to Print a return label since does not have a Pay Pal account. I checked on the return process I approved and I cannot print out a return label or authorize it in any form for some reason on Ebay. I was hoping I would be able to revise and print a return label for this item purchase but cannot either on ebay or PayPal. It will not allow me to change Ship from address from me the seller to the buyer.
I am guessing the problem is he does not have a PayPal account and those are free to set up. I am guessing he used a credit card to pay via PayPal since does not have an account.
You would think as buyer or seller you should have a Pay Pal account.
I was going to suggest he open a PayPal account which is free but since he did not have one when he purchase the item not certain if that will allow to print out a return or not.
The only other option is take to Post Office and have them prepare label and pay for it there.
Very frustrating with this buyer unless anyone knows I can get him a label sent to him. Right I know you cannot send PDF return labels via Ebay messaging so I appear limited to what can do unless someone else has a suggestion.

Is this a US buyer? I don’t know why they need a label printed. Technically they can write your address on the box with a crayon and ship it back. All you need is a tracking number from them or am I missing something? Unless they simply don’t want to go to the post office, this should be fairly straightforward.

US Buyer!! Personally I think Being difficult or just don’t understand system but trying to avoid issues and get my books back before giving refund. I heard in the past PayPal
gave refund w/o permission which concerns me. Thanks

If they opened the return request on eBay then eBay will supply the return shipping label and all the buyer needs to do is to click on the link and print it. If they don't have a printer then they can mail it from the post office.
Whether or not they have a PayPal account is irrelevant.

But according to this ebay link you have to have a PayPal account to print a return label :

What Ken said. I just went through this with a return from a U.K. buyer. When you approved the return, there should have been an option to indicate that you are unable to print the label. When you click on that, you’re then presented a list of reasons. Again, all the buyer needs to do is ship it back safely and then give you the tracking number. You were paid by PayPal so it’s up to them to reverse engineer the original payment transfer after you get the item back.

Oh, you're right - sorry about that. It's because eBay charges the cost of the return shipping label to the buyer's PayPal account. I don't think they have built in a way to charge a buyer's credit card yet. I know as a seller they charge shipping labels to PayPal and it's frustrating that I can't use my cash back credit card.
Depending what's easier for the buyer they can either create a PayPal account or buy postage at the PO. Since the PayPal account can take a few days to validate the buyer's bank account it may be easier for them to go to the PO if their area isn't subject to those shelter in place laws right now.
Another option: you can send the buyer an invoice through PayPal to pay you for a return shipping label then you can purchase it and send a PDF for them to print. I'm almost positive that a PayPal invoice can be paid with a credit card and the buyer would not need a PayPal account. This would be a good option if they're not willing to go to the PO considering the current circumstances - they could schedule a carrier pickup.

Thank you for the advice I am little concerned on sending this guy a label because this requires Priority mail due to weight and size as has to ship in a short period of time which is couple of days or label are invalid I believe from discussion with people at local PO and this person does not seem reliable. I believe from looking at everything he is a teenager as know that sounds terrible but his communication is poor! He has only 3 favorable ratings and over year ago. I usually check Buyers ratings but this slipped by saidly.
I have never had this problem till now but thank you for help.
I sent him email suggesting he should open an PayPal account as they are free and especially doing business on eBay in the future.
In my listing I said I don’t accept returns and the item he purchase was in excellent condition. His comment was “He did not like it” meaning the book. So I believe it was not what he expected bookwise but who knows.
I can print out a label PDF online via USPS website, as checked, but again if he does not ship out in a few days that label is wasted.
