Hello,
I'm based in the UK. I've had a message from a buyer in Spain trying to buy an item and he says he is seeing a message that this item is not shipped to Spain.
I've turned on the Global Shipping Programme, and in my 'exclusion list' specifically allowed all Europe destinations. The listing itself says that it is shipped to Spain. Yet the buyer says he is still getting a rejection.
I'd be grateful for any pointers, as I've checked everything I can at my end and it all seems to be OK.

Though the GSP ships to Spain, the particular item may not be eligible for import into Spain, or it may be a restricted item into Spain.
Each shipper maintains a list, and there may be variations between shippers, but here is one such list from FedEx:

Nope, you specifically disallow Spain, e.g.:

Which item is it? Only 2 of your items show shipping with the gsp....the textbook and the Tokina

Thank you for the reply. That wasn't the item, however, it was a [Yashica] lens. I'd checked everything, checked the exclusion list, and checked that the 'details' part of the listing the buyer saw expressly included Spain. The sale has just gone through, and I asked the buyer what he'd done to complete it. His answer was that he'd registered his Spanish address as a Box Number, and when he changed this to a real address, eBay allowed the purchase to complete.

That's actually a GSP restriction on PO Boxes, and not a country on your exclusion list. First, the GSP Terms and Conditions state:
Valid Delivery Address Required.
The delivery address that you specify must be within an eligible country and must be a valid and complete delivery address. The delivery address that you specify may not be a Post Office (P.O. Box), Army Post Office, or Fleet Post Office.
And then, eBay clarifies/nullifies in help:
In most countries, the delivery address of your buyer must be a residence or street address, not a P.O. Box, FPO or APO address. [But] you can send items to P.O. Box addresses in the following countries:
