Buyer refunded, sent shpping lable and will not return HELP

I sold a item for parts non working. Noted in my listing that this cb radio was MISSING internal parts. If this was a working unit it would have went for 800.00. sold for 200 plus 50 for shipping. Of course the radio only half worked and he wanted a refund. I Tried to explain that I was clear this unit was missing parts but I had to bite the bullet and send him a refund along with a shipping label through ebay. 3 weeks later he has not returned radio, will not respond to messages and ebay says the case is already closed so they can not re-open it...  I know I made the mistake of sending a refund before I got it back but this is 100% THEFT in my eyes...

But yet I have ran into nothing but a wall when I call ebay customer support.

Why did you ever send a refund before receiving the item back? Sadly there is nothing you can do really, you are at the mercy of the buyer to be an honest person and return it.

Sorry that happened, but if you refunded before getting the radio back, there's not much you can do now.

 Aside from that, I looked at your completed listings. You're selling CB radios and linears, and a lot of them illegal to sell in the first place, and you try to  pass off you're not responsible  because you sold them for parts or not working.   Is that right? 

Your listing is misleading!  You cannot chose the item condition as parts or not working yet say in the description it was tested and working or "lights up" as if that means it works--- but then say basically if it doesn't work you won't take it back because of unscrupulous people, and you're not responsible during shipping,,,,,,,,,,,,You honestly sound like the unscrupulous person here.  

It's OK to sell something untested if you don't have the knowledge (cough-cough) to determine if it's works or not (I think you do).  All that means is you will leave the testing to the buyer.  The buyer knows if it doesn't work  you'll be required to refund the buyer.    There's no buying a pig in a poke taking a chance it will work and if it doesn't they're stuck with it.  Not unless they're paying $10-$20 for a true parts radio, one where the seller says it doesn't work and I don't know what's wrong with it or what it will take to fix it.  

I'm sorry you refunded before the item was returned.  Now they have no incentive to return it.
