Well, when a buyer doesn't ship a return back on time a call eBay and ask them to close it.
What do i do now ?

This is EXACTLY my situation. It is now one day past the time that the buyer should have returned my item and I called Ebay this morning to get it closed. Surprised when I called and got the message that customer support is closed. When did this start and does anyone know of a time frame for it reopening? Is there absolutely no way to get ahold of customer service through some sort of chat? I wouldn't really care but this was an item that never should have gotten returned in the first place so I couldn't wait to get it closed since they were lazy with returning it on top of that.

Nothing.
eBay has changed their policies with respect to "abandoned" returns. It is official starting April 1, 2020 (see 2020 Spring Seller update), but they've been acting according to this policy for some time now.
Basically, it means that eBay will automatically decide if a buyer has abandoned the return and will close the return according to a formula that depends on several factors (such as remorse vs. SNAD, international vs. domestic, etc.) So, even though the buyer will see that they have "5 days" to return, the reality is that it can range anywhere between 10 and 30ish days (I can't remember exactly). Bottom line is that a seller cannot call in and get a return closed any longer.

Yeah I saw that post when I was searching for info on the closure. It says "...temporarily suspend phone support in some areas". So this started on Wednesday.... I am in Texas... is support down for the entire country at once or is it really just certain regions at certain times? As far as the new seller update thing, I'd still be if I could gt a hold of a live rep I could get it closed immediately since it has been past five days and the update has not officially kicked in. I saw someone mention that you can still email Ebay and someone will help... has anyone had the same level of success getting something resolved quickly by doing this recently?

was there a link or specific email you use to send this info into ebay with, to get a return closed? i cant find anything in the help section.

This has been happening to me a bit... I e-mail ebay the day after the buyer was supposed to send the return back and ask them to close the return. The process takes at most a half hour to complete
