Hi all,
Weeks ago a buyer opened a Item Not Received case due to a delay in shipment. The matter was resolved when I provided tracking info and the buyer contacted USPS, with USPS letting them know there is a delay in shipment.
Now, after still not receiving the item, the buyer has opened a missing parts case.
I am not sure how to proceed since this is not a INR case.
Any advice would be great.

A bit of a problem if they still have not received item. But they actually may have and not scan.
What part do they say is missing?

In the seller's message they state item was never delivered and it's not at the post office. I did a trace today at USPS and the last known scan was in Missouri and in transit to next facility.
I know eBay normally sides with there seller on Missing parts cases is I'm trying to figure out what is best.
