A buyer bought a hat from me and filed a return stating that the hat is not as described. I provided a label to him. So the package he sent me only got the shopping bag and a sticker that I had sent to him, the hat was not there. I filed a claim for his fraudulent act. Now eBay told me I don’t need to refund him. Instead eBay will issue refund to this buyer. I think it’s important that other sellers be aware of this buyer, how can I inform eBay to do that?

Did you file a complaint with the US Postal Inspectors so they can investigate the possibility of mail fraud being committed?

Your buyer is looking to get a free hat by using Ebay's free hat scam. Ebay will refund this buyer even though you did not receive the hat back. Of course, the buyer gets a free hat plus a total refund.
File a complaint with the Internet Crime Complaint Center and submit a consumer complaint with the Federal Trade Commissioner (Protecting America's Consumers) FTC Complaint Assistant.
Just google 'Internet Crime Complaint Center' or copy and paste www.ic3.gov/default.aspx into your search engine and http://ftc.gov/complaint.
Basically, even though you never received your merchandise back Ebay refunded the buyer. How fair is that?

...and this time they will. Ebay will make the refund. However, the next time will be on your dime. You, not the buyer, is at question here. Ebay is affording you the benefit of doubt, this time. Unfortunately this is a common scam, its frequent because it works. Hopefully, after you block this buyer, you wont ever have to do business with them again (unless they change their ID). File mail fraud as well. DO it once, the po will usually shine the fraudster on. Do it 100 times the PO will investigate.

Thanks! I just filed a complaint, I'm not sure how they will investigate this, but it's important that I do something about it. Even though technically I don't experience loss (besides the provided shipping label), I just hate to see these people scamming other sellers and get away with it.
