I have a buyer that messaged me asking why he's being charged to pick up an item and i offered to refund him the amount being charged but he is refusing to do that and instead wants to have the post office send the package back to me how should I proceed?
To add i did enter the right dimensions and weight of the package before i printed the label and on the tracking info for USPS it says attempted delivery notice left no secure location

if he doesnt pick up that pkg it will be returned to you,and you will be charged for the return label. The buyer loses all buyer protection when that happens, so you will need to refund him when you receive it. I would deduct the shipping both ways from his refund.

"Attempted delivery notice left no secure place" sounds like it might get returned back to you after a few attempts to deliver it. I think they make 2 attempts and then buyer must pick it up at post office which will require a signature usually. He is refusing to accept it so It will get back to you but will take some time.
Need to check your tracking daily on USPS to see what is happening daily.
No refund until returned in my opinion but I would do the return process if they open a case against you.
That "no returns"...I would accept return and refund after, of course.

If you bought the label on eBay, they would have your information and would have charged you any extra. Reading the last line, that does not sound like an under charge, sounds like there was no place safe to leave package so was requesting the receiver to pick it up at the PO. There would not be a charge for that. What does the tracking information show? Could be simply the receiver is confused about what the notice means?

If the package arrived with postage due, the buyer can refuse to pick it up and they are covered by the MBG.
When the package gets returned, you'll have to pay what postage is due to get it.

Thanks to all of you for replying it helped clear things up I'm gonna message them back explaining what i see on the tracking info and that I'll send him a refund once i receive the package back from the post office

I would contact the buyer again and tell them to pick up the package. Let them know that if they want a refund, they will have to wait until the package gets back to you. That could be a week or more. Let them know that if there is postage due, for them to pay it and for them to email you a photo of the receipt showing what they paid and you will send the refund through ebay.
IF it does come back to you and the reason is NO SECURE PLACE to leave, the buyer has LOST their Money back guarantee. Tell them that. A good seller would just refund what they paid MINUS the shipping fee. It really would be unethical to keep the money and the item. Just tell them.

There's an issue with the shipping location. Either the buyer has had numerous packages go missing, the neighborhood is sketchy or the postal delivery person doesn't feel safe delivering the package (dog, locked gate, etc).
If the buyer doesn't pick up the package, it'll be sent back to you at no charge, UNLESS it's media mail, then you'll be charged to ship it back. And the buyer has lost ebay money back protection. I'd refund them the item price (minus shipping an actual expenses). That's up to you though.
