Ebay says package was delivered to buyer in Brazil. Buyer says she never received it. If you enter tracking number that was provided by eBay on the purchase order, it shows that it was delivered. But if you enter the same tracking number in Google, it tells you that the tracking does not exist. What goes on? And if the buyer did not receive the item, what can she do?

If clicking on the tracking number in the order shows delivery, you should be protected from INR.
Tell the buyer to open a case for non-receipt, to which you should respond with tracking. Also add comments of "according to USPS, tracking #(fill in blank) shows that the item was delivered on (date) at (time).

It probably got delivered.
Brazil as I notice the addresses are rather long and the zip codes are really long.
When I deliver to that country I hope it gets there. I only send envelopes. A package is a different story.
It's that kind of country. And its takes quite a while to get there from the USA.
Did buyer get the package...maybe not...but someone near her probably did.
Google the buyer's address to see what type of place it looks like. Is it a house, apartment, business, etc.
With tracking your covered...buyer has to find out who has her item. And that's not your job. Your job is done.

Why would you care what google shows? They have no involvement in this transaction. If ebay shows delivered, that's the starting point. They buyer should visit their post office and start the investigation there.

eBay goes by the their own information. If the buyer files a not received case respond with the tracking number and say that the tracking number eBay provided shows delivered on the order details on eBay.

You're good to go if it was EIS. No worries. Respond to the case like I said if they open a not received case.

For items shipped with eIS the seller responsibility ends when the item is accepted at the eBay shipping hub.
If any problem arises after that time eBay should handle it.
If the buyer open an INR eBay should handle it. You may be notified by eBay that the buyer opened an INR, but you will not be doing anything.
It is good to communicate with a buyer that has an issue with an eIS shipment, but the buyer should be referred to eBay for action.

ESUS numbers can be tracked all the way to delivered ...
Google "ESUS Tracking" ...
There are a several sites that can track it (we use Easyship ParcelApp) once it gets processed through ebays International facility it will show who will handle the delivery (DHL, etc) and the universal tracking number that can be tracked from the DHL website (or what ever carrier is handling the delivery)
