She returned said item cause she didn't like it. I confirmed the item was returned back to me, then Ebay automatically refunded her the entire amount back. I got an email saying the sale was closed and the amount was refunded, the amount was even taken out of my account (ebay payments/bank account). She messaged me today saying she got $7 less than she was supposed to and asked me why I didn't fully refund yet and to fix that. I reiterated all of this but beyond that, I don't know why that would happen? Any ideas?

Remorse returns shipping is paid by the buyers, so maybe the $7 was to cover the return shipping?

Wasn't that item. She initiated the return/refund from the start and then messaged me as to why she initiated it.

Regardless. Let's say it is that, she is demanding the extra $7 cause of how I replied to her initial message about returning and getting a refund. I said something to the effect of "once I receive the item, I will fully refund your item". I was being eloquent, and knew that eBay would take the full purchase amount out of my account on her behalf...but she wants me to find a way to get her her $7 back cause I have a liability because of what I said she would get vs what she actually received. I don't have returns often, and usually I initiate them due to something breaking or something. In those instances, I have been required to pay their shipping. This buyer opened up the case herself initially.

Hmm: if ebay already refunded them:
Ignore em and of course put them on your blocked bidders list.
Adding to such if there was a international fee with this they may have lost out on this sale due to exchange rates: not the sellers or eBay problem.
Other issue may be their payment method also may have charges for all of this and again not your or ebays problem and so on.

Will eBay force an extra $7 out of my account just cause of Money Back Guarantee if she opens a dispute about it even tho I am proven to have refunded the full amount?

What do you mean 'ebay refunded'. You are suppose to do the refund when return arrives. If you don't do it and let ebay do it, you are getting dinged for that.
Anyway, the shorted $7 could be the tax that ebay will refund separately? Or the seller fees which they apply with the refund and there was a glitch.
How much did they item sell for and how much was shipping; can really nail this down easier if that info was given.

eBay refunded meaning it stated as delivered, but I had to confirm I got it before it could finish the return process. I confirmed, and then Ebay sent a message to me that it is now refunded back ot them, case is now closed, and it was taken out of my bank account. It wasn't tax, it was a $22 candle and the tax was like a dollar something. My seller fee was 3$.

Refunds are usually performed by the seller. If tracking shows it was delivered, you have 48hrs to 'perform' refund (as well as you control the amount if you are TRS you can deduct up to 50% so you control that part.
Anyway; buyer is stating $7 'less'. Are you stating that buyer got it all per your bank account? If so, tell buyer that. Maybe buyer had more than 1 item they were returning and got you mixed with someone else.
But, that answer is- ebay will only refund up to the total a buyer paid no matter what buyer does, who they complain to etc. They also cannot open another 'refund case' for an item that was opened, refunded and closed.

I don't mean eBay refunded literally. I just meant I followed their prompts for the return process. I confirmed I am issuing the return the day I got the item back to me, and then I got a confirmation of said return, that the refund was made and case was closed, followed by a deduction in my account.

Then I would simply tell the buyer that, per your ebay and bank records, a full refund was issued; then ask- are you mistaking this for another order that you may have returned? (even send that screen shot as a photo and screen shot your bank (redacting of course).
