Does eBay recognize Bluecare Express as a valid shipper/carrier? Not familiar with them. Just had a seller supply a tracking number from B.E. for a purchase that was supposed to ship via USPS Ground as was stated in the original listing when I paid for the item. Apparently B.E. is a shipping service Amazon uses - must be a drop shipment.
Have bought many things on eBay plus been to 3 county fairs, 2 rodeos & a goat roping contest and ain't seen any thing like this.
My main concern it that if and when this shipment is delivered and the tracking state it was delivered but no details - it could delivered to my home, the sellers place of business or Timbuktu
Here is what the tracking states - sketchy at best
Bluecare Express: BCEL***************Q (I bleep out the actual numbers)

From a quick Google search.
The BlueCare Express solution, aka BCE, is an accepted-by-eBay carrier that is being used to accurately validate the tracking information when the order is being processed by Amazon Logistics. The Amazon to eBay dropshipping sellers use it to convert Amazon trackings numbers to valid BlueCare tracking numbers.Nov 11, 2020

If it came from Amazon the seller could be using Amazon Fulfillment to store, pick, pack and ship the seller's stock. That would be allowed.
If there was a paper enclosed indicating it was a gift encouraging you to thank the sender then they used Amazon as their dropshipper and that's against policy.

Bluecare Express is not a viable company as they do tend to steal items and lie about making deliveries. They lied about my place and came up with a completely weird description of the delivery location that was definitely my place. Even the tracking info is falsified to show some monkey business going on. If you get your items then you are lucky.

not very likely. Their people like to hide your stuff in culverts and such but not your address.
11-12-2022 12:33 PM
yes they are known to be bad yet ebay loves them.

BlueCare is not, in my case, a valid company. I am fairly sure that for everybody everywhere BlueCare is a scam, having read so many frustrated posts. I decided to take it up with eBay chat help, and I encourage all of you to do the same. I can't say it was a very satisfying experience (see transcript attached), but f'chrissakes at some point these guys have to get stopped. Tried to do my part.
Hello, welcome to eBay - my name is Mary. Please allow me a few moments to review your details.
I see you opened this account 17 years ago, thank you for your loyalty.
I hope that you're doing great today. What can I resolved and outcome would you like to get for this order?
Refund. Also, they need to be taken down from eBay, so they can't scam other people.
I understand that you would be needing your refund for this order as you have not received your item. I will make sure to fully check my resources so we can resolve this together.
This is true for any of your sellers who use a shipping company called Bluecare Express. See https://community.ebay.com/t5/Shipping/BlueCare-Express-Is-A-Scam/td-p/31141515
Thank you for this source from other members who experienced the same thing as you are.
Since the case has been closed, I will send an offline request directly to our appeals team to review the initial decision dropped and ask for any manual correction on the decision dropped. Please expect an email within 24-72 hours from the team about the result.
That covers me. But what about all the other people who are currently being scammed by sellers using BlueCare? Can a case be opened for that and you give me a reference number?
As for other members who experienced the same thing, we do suggest for them to file a claim with us for each or they can also file for a lost package claim from Bluecare express if they did not receive their products.
I am raising a concern that is not related to a specific order. How do I do that?
I'll check on it for a while please as cases here on eBays side can be filed with an order. For a while please.
Are you using a computer right now?
There must be a mechanism for raising a broader concern. Can you please check?
Yes sir, I already have the site where we can file for a complaint about this.
Kindly copy this page to your browser please: https://www.ic3.gov/
You may also help other members by filing a claim from that site.
Is there a way to raise an issue at eBay?
You can report the seller and have it fully documented so our Trust and Safety Team will take immediate action on their selling account that might lead to selling restrictions and possible suspension.
As for the shipping company itself, we don't have such thing for it but eBay always recommend that site for any online complaints.
Okay I'll do the seller. How do I do that?
Kindly copy this page to your browser please: https://www.ebay.com/help/action?topicid=4022
It says there will be a "Ask eBay to step in" option on the order details, but there is no such option.
Please select "The seller has violated one of eBay’s policies".
It says "We ran into a problem. Please try again later."
That site is not working. Can you help?
What link? Is it reporting the seller?
https://www.ebay.com/help/action?topicid=4022
It is not reporting anything. It is not working.
Try it yourself
I did sir, when I tick on "The seller has violated one of eBay’s policies" then input the sellers username then tick on other, a report is being submitted.
Kindly try one more time please, if it won't work then I'll add that up on the appeals process I will be submitting for the case.
Ill try a different browser. Hang on.
Sure please, thank you.
Sam in Safari and Chrome. Red error report saying "We ran into a problem. Please try again later."
Thank you for trying, no worries I'll take care of it.
Can you please submit an issue on my behalf? Seller's username is chhaiba-accessories and text is "The seller is using a shipping method called BlueCare Express which is a known scam. See https://community.ebay.com/t5/Shipping/BlueCare-Express-Is-A-Sc"
I will copy this message of yours.
here's the rest: am/td-p/31141515. This seller and all other sellers using BlueCare express need to be removed from eBay..
I got that on the record, thank you. For the appeal, please expect an email within 24-72 hours from the team about the result..
Thank you.
You're very much welcome Peter.
I'm glad that I was able to resolve your concern upon your satisfaction. Have a wonderful day with your loved ones and stay healthy.
Thank you for being the best part of eBay and using eBay live chat. I will close our chat now.

BLUECARE EXPRESS is not a carrier.
Ebay allows Bluecare to process the carriers (Amazon) tracking details into a format such that the customer is not able to complain about lost deliveries.
Its great for a seller because he never has to replace the lost items.
Its terrible for the customer because Ebay take the word of Bluecare that someone delivered it, and deny any refunds.
You can try and complain to the seller - usually pointless.
You can complain to Ebay, who then ask you for a statement from the carrier .... but you don't know who the carrier is, and you dont know their true tracking number.
Ebay rub salt in the wounds by deleting your neg feedback to the seller.
THANKS EBAY

That's what Missing Parts or Pieces is for.
If you get a photo from Bluecare Express (or any other carrier) of a package that's at some other front door, that would be a missing part or piece -- up to and including THE ENTIRE ITEM -- that did not arrive at your door.
Then for example, include that tracking page showing that wrong front door, plus a Google street view of your own door, to start a missing return request and get your refund.

All carriers had to be registered with the department of transportation and if you do not get the item every carrier is insured, you can find out here if they are legitimate
https://li-public.fmcsa.dot.gov/LIVIEW/pkg_carrquery.prc_carrlist
Once a carrier receives the cargo they are responsible or you can file a cargo claim against their insurance. You have 9 months to file.
Merry Christmas , hope that helps

Carrier all have insurance and if they do not deliver or a package is damaged you can also file a claim on their insurance . You can find that information here:

I have no opinion about Bluecare Express, but rather than call them a scam or invalid, it sounds as if they are very bad at their job and train their carriers poorly.
But that is not the problem.
The problem is not getting the purchase when it was promised.
So.
Back to basics.
What was the last estimated date for delivery eBay gave you?
If your purchase has not arrived by then, you can open a Not Received Claim with eBay's Money Back Guarantee program.
You have 30days from that last date to open the claim.
If that fails and you paid through Pay pal, you have 180 days from payment to open a Not Received Claim with them.
If that fails, you still can open a chargeback with the credit card you really used to pay. Card policies differ.
None of these make any difference between carriers, USPS, FedEx, or Bluecare Express, the standards are all the same.

I am going through the exact thing, which brought me here. Did you ever get your stuff, or should I start the dreaded, “give me my money back” process now?
