I have two of the same item, and actual shipping for one of them to the destination from which I have received an Offer is about $18. They are listed with a BIN of $17.99.
One person has made an offer on both of them - $15/ea. I'm willing to accept that amount. However, the shipping amount appears to have remained unchanged - $18 to ship both. I checked the bidder's zip code and actual shipping will be around $25.
I tried to make a counteroffer that took into account the extra $7 it'd take to ship, but adding $3.50 to their per-item offer bumps the per-item counteroffer price to $18.50, which is more than the BIN.
Is there a way to make a counteroffer that will allow me to change the shipping amount?

Could you cancel the listing and create a new one that includes their BO and the appropriate shipping for 2 items (or make it calculated shipping on the listing)? Then tell the buyer to BIN on the new listing.
Could you have them pay the full fare and then issue them a partial refund?
