the user has no good intentions as a buyer other than to ruin others sellers reputations. He bought a card from me that is in perfect condition. He then sends me a request to return the item saying it was damaged. I paid for the shipping. Once I received the item and verified that nothing was wrong with it, I initiated the refund. Few moments later he asked ebay to step in with an open case for a full refund without even talking to me. Shortly afterwards, I blocked him for my protection on future purchases. I then receive negative feedback from this con. I have done everything correctly on my end. By my understanding on the research I found online was that he has done this to multiple sellers already, and few are aware.

Good afternoon @goldstreasuretrov3 , first and foremost I am not happy this happened to you and would suggest you call eBay directly and have them review everything on the transaction to see if they can find a reason to remove the neg FB. Do NOT reply to it or it can never be changed.
Next, in the future, consider Free Returns whereby you will be able to only refund up to 50% of the original purchase, none of the original shipping (as long as its within the guidelines) PLUS receive protection against less than Positive Feedback ...
Finally, here on The Community we are not permitted to "name and shame" so a quick read through the Guidelines link in the upper right hand corner will benefit your understanding of our purpose here ...

If the buyer shipped back what you sent him, there is no fraud, no con here. He probably opened a 'return' on ebay to be official (cover his behind) and to be sure he got refunded.
Giving a neg (which is not showing on this particular sign on name you are using) I don't believe it will hold as the transaction was returned/refunded.
Either way, a fraud or con is to send you something different. None of that sounds like that was done and the buyer is not pooling out $ and letting those $ get held by others just so he can get his $ back for the fun of it- so there must be a reason.

I had something similar happen to me in the past few days... a buyer whose ebay id is 2010548889 (not mentioning her name, just her number) purchased a fashion pin from me and when it was delivered claimed that it was not as described and that several of the pearls had been "re-glued". She accused me of selling items that are not new. Her claims are completely false and feel like her sole purpose was to buy something, complain about it, and think she could get a refund while keeping the item. This is never going to happen. Rules are, you want a refund, you return the item. I sell quality merchandise, and I stand behind the quality of my items. The item was brand new, albeit since I also sell these things at trade shows, it was not in the manufacturer's box, it was in my own companies box. I have the receipts from where I purchased it from a retail warehouse and every item I purchased for resale was thoroughly inspected both at the time of procurement and at the time of shipment. No one owned the item before her, she was the first owner. No one "re-glued" anything. Her first message to me regarding this was accusatory and very rude. I responded to her in a matter of fact way assuring her it was new, and explaining my policies for returns of items that are not damaged and not defective, to which she responded further accusing me of selling defective merchandise... we went back and forth a few times and I finally told her to either return it or open a case but that she would not receive any refund of shipping costs. She refuses to do either, and suffice it to say she left negative feedback which also makes false claims, but there is nothing I can do about that because from what I've read since I responded to the feedback to attempt to dispel the lies she posted in the fb ebay won't remove the fb. The item I sold her is pristine condition, she is the first person to ever own it, excepting for me and I'm the seller... She claims that the pearls were "re-glued" by someone who owned it before her... this is completely false. She is upset that the manufacturing process of the pin caused some of the clear jeweler's epoxy to show between two of the pearls, she sent me a picture of this and it is so very minor that if you didn't know what you were looking for you'd never see it... this is her issue with it... she continually bullied me on this, and I stuck to my guns about it, there is nothing wrong with the pin, so buyer must pay for return shipping and original shipping is not refundable because the postage has already been used. At this point, it's doubtful that she will return it, but if she does, she's not getting much of a refund because ebay will undoubtedly charge me for the return label which I will then deduct from her refund... she says she is a collector of fashion pins, so if any of you sell fashion pins, do yourselves a favor and add user 2010548889 to your blocked buyer list to keep her from sullying your reputations as sellers.

Do yourself a favor. Give automatic refunds if they aren't satisfied, when item returned. There are many scammers, many trying to get it for lower price. I used to argue with them and it was too stressful. Not worth it.
