BUYER NOT RESPONDING

Buyer puchased an item consiting of 9 CDs and he is claiming 1 of the CDs is not as described  and he wanted a partial refund or a partial return.  I told him I wanted him to return all the CDs (9) and not just 1 of the CDs.  He then opened a return request and is not responding to my emails.  I am concerned that if I issue the return postage he will only return the 1 CD and not the entire 9 CDs of the order because he wanted to keep the other 8 CDs and only return 1 and now he refuses to respond to my emails.  There is now a refund due date of tomorrow.   Buyer knows that it is too costly to issue return postage for just 1 CD but now I am concerned that if I do not issue the postage ebay will just refund the entire order and he will get to keep everything for free.  Does this buyer get to demand what he returns and whats he keeps?

No he doesn't get to call the shots here. If you don't want to issue a partial refund then accept the return, issue the return label and hope he returns them all. If he ship them back within 5 business days you can have eBay close the return. If he's just trying to get an after purchase discount he will probably go away when you accept the return.

Sadly, you will have to issue the return postage OR eBay will close this return in the buyers favor & he will get to keep the items as well. As for what he sends back, all you can do is hope he returns all of them back because once eBay sees tracking number says returned, they will automatically close the return & refund the buyer that same day. Now, if he returns less than 9 then, you can try to appeal but, it will not be in your favor as eBay will simply say they do not know if your telling the truth & all they can see is that it was returned so they will go by that piece of information & they will close it once again in the buyers favor. eBay will make sure all customers are happy unless they can be proven guilty by some peice of information.  Now, you can try taking a video of you opening the return package just for security purposes on your part & use that as evidence if he did not return the full 9 but, best of luck to you on that one. This is why i have left eBay a year ago & started selling on Amazon where i now make a good $2,000 every 2 weeks!

Ebay won't accept video proof and the seller can get a courtesy refund if the buyer sends back less than 9 CDs and the seller appeals. And ebay doesn't always refund the buyer without a return.
