Automated Package Verification - How will the underpayment be taken and the overpayment be refunded? USPS website just said click and ship will be notified.

A couple of sites are reporting that implementation has been delayed untl August 15. That would explain the complete absence of reports about fees or credits showing up in sellers' accounts.

Not to mention if you use First class shipping as an option to help keep shipping affordable for your buyer and you do everything right such as take your package to the store, watch them scan it, then leave it in their possession and the they lose it they will tell you too bad, we will look for it but if we do not find it you are out of luck because you did not pay extra for insurance, even though you paid extra for tracking so that it would not get lost. So everytime you use First Class or any other service they will not take responsibility for losing your package. So when a worker sees a package that is not insured they can steal your package and you will not have any recourse because it is just gone. Even though the physical scans are timed stamped, the facilities have cameras, and so forth, and your package could be found, you are out of luck. Pay extra though and they will take care of your package.

USPS counter clerks have no reason to weigh or measure packages with online prepaid labels -- unless, perhaps, a box is unusually large or heavy and not eligible for USPS at all. I do know that clerks may observe that the package is correctly labeled as to class of mail before scanning and dumping it into a bin. Any postage discrepancies are handled much later at a sorting center close to the destination.

If you take your prepaid package to the post office counter for an acceptance receipt, they weight it.
