Attepting to open an item not as described dispute

But all I ever get is the oops, that page is not working.  How can I file a dispute without the resolution center?

I just had to do this a few days ago and it worked for me...???  I went to it again and it seem to be working.  I am wondering if you might have a corrupt cookie causing the issue?

To do that, go here on a computer @divwido not a phone/tablet, and click More actions > Item not as described.

I have been trying for hours and I even rebooted my computer.  Maybe I'll try on the app.

I am using Firefox..no problems for me on that browser.
