At what point is a shipping carrier liable?

First post here. I'm a buyer making a return. AFAIK, buyer holds some liability to shipping damage when making a return for an INAD. But if I packaged an item adequatley- bubble wrap over each component, air bags around every corner, and on top and below components, did everything reasonable when packing, am I still fully liable for shipping damage? Or does this become an issue between carrier and seller? From my perspective, I received an INAD, and now I'm being forced to fork over some money and be held liable for an item I did not pay for.

You Shouldn't owe any money if you actually opened a INAD return.

Seller is obligated to provide free return shipping and provide a full refund.

Who is telling you that you owe money? If you are being told by the seller, I would ask eBay to step in and help.

Also buyers don't deal with the carrier and insurance, that's purely seller and carrier.
