Example a 11oz package ebay rates are $9.70 and the USPS and Pay Pal is $5.90 for the same package. contacted Ebay and the rep. answered its not Ebays problem call USPS. Anybody else heard this?

When you see the rate is $4 higher than it should be, you have "irregular package" selected on the listing form / shipping label page and the nonstandard packing surcharge is being applied.

Be extra careful when you "sell one like this" from another seller's listing or from your own affected listings. You should always be verifying all details, especially package weight, dimensions, and whether "irregular" is checked.

Edit to add: $5.70 is the rate to more populated zips and $5.90 is the rate to more rural zips. If you uncheck 'irregular' and see a difference of $0.20 instead of $4.20, there may be a zip code discrepancy between the different sites you're looking at.

eBay is showing you the cost to ship based on the carriers rates. eBay does not set those rates and are not the ones charging you any extra cost, the carrier is, in this case it was USPS.

Correct, but that's all based on the seller's data entry.
GIGO. If seller selects irregular then they will see a surcharge for nonstandard packaging. Ultimately it falls to the seller to enter correct data so the system can output correct carrier rates.
Entering correct data on PayPal / USPS while entering incorrect data on eBay means the seller will see the wrong rate on eBay.
