After talking with 2 different ebay reps on 2 different days, to no avail, no assistance other than "keep trying" or "sign up for a new billing agreement" -- I solved the issue, although it's a work-around, since ebay's label system is NOT working for APO-AE address (I think that's a military address - overseas?). If Ebay's reps knew this work-around, or if ebay would fix this problem, would have saved me around 4 hours of wasted time trying over and over again to print a label, and multiple extra trips to post office since couldn't bring all of the packages together - this label wouldn't print.
I ended up going to the Sold items listing, then selected Paypal details in the dropdown box, clicked on the Paypal details, at the bottom of that page it has a print shipping label link. When I clicked on that link, all went smoothly UNTIL it wouldn't give me a button to continue. Instead, in red font, there was a box telling me that I had to COMPLETE CUSTOMS INFORMATION for the package being shipped to APO-AE (military? overseas?) address. I clicked the box, entered the customs information (country of origin, contents, and "value" of item(s)), and THEN it went on to allow me to print the shipping label. Ebay's system apparently was getting hung up over and over and over and over again, because ebays usps label system apparently isn't set up properly to give sellers a pop-up when needed that gives you the customs form to complete for an APO-AE package. I will call ebay to ask them to work on fixing this as soon as I have some time (to hold on the phone for 10 or 15 minutes to speak with someone at ebay, etc.) But I just wanted to post this asap in case any other sellers are having a problem printing a shipping label and it's for an APO-AE package. This work-around (Paypal details) from dropdown on listing of sold items, clicking shipping link from Paypal details) -- worked when nothing else was going to work. Hope this can save other sellers from wasting time trying over and over again to print a label when the problem is that ebay isn't giving us the APO-AE customs form link to complete to be able to print the label.
