I ordered a $25 item from China. The item is clearly defective and does not work as intended. Am I responsible for return shipping on defective return? The seller seems to think so. The seller offered me a replacement item, but I'm not convinced that the replacement work correctly either. I couldn't find the specifics of this on any official eBay page. Thanks.

A seller cannot send an international shipping label for a return. They are supposed to have the buyer get a quote for a label, then send money through Paypal to the buyer so they can purchase the label.
On a not as described return, the buyer is NEVER, EVER required to pay return shipping out of pocket. NEVER. I don't care what these sellers tell you.
Also, NEVER accept a replacement from these sellers. They'll either send you the same garbage as before, or they'll send you nothing but promises until the time limit expires.
Follow the advice that nh7235 gave in the post above. Open a not as described>defective claim, wait and then escalate when the link becomes available.

Do not agree @johnstan15 to a replacement, that's a stalling tactic to draw you past the deadline.
If you're still within 30 days of actual deliverance, click More actions > Return unto me, pick Defective, wait in radio silence for 3 business, then click Ask eBay to kick it.
eBay will start a 5-day clock for the seller to either PayPal money for a return label or refund no return needed. When the seller does neither, eBay will force a refund no return needed.
