Am I getting scammed and what do I do?

having recently spent $1500.00 on an item, i was disappointed to say the least when we discovered upon delivery that said item was damaged, and did not even work. we followed all the steps, contacted the seller, who assured us that he was not responsible.
after this,we asked eBay to step in, they took our side and gave us a week to return the item. we printed the labels and sent it.
our package made it back to the seller, only to be notified at it was being returned to us! upon it being delivered back to our door, we were told that either the return address didnt exist or the recipient declined to accept...
we were given until the 3rd of March to return the item in order to get our refund which we did! this deadline has since expired.
we have the tracking history, the proof!
How on earth do I contact eBay!? everything just goes in circles. WHAT DO WE DO!?
Please advise, any info will be helpful

Who generated the return label? If it was eBay or the seller then you are in the clear. By that I mean there is no way you could have made a mistake when writing the address.
An item that is "attempted delivery" or returned to sender, as long as all of that is shown in the tracking, is considered "delivered". So you did your part. You need to ask eBay to step in and they should issue you a refund on the seller's dime. Might have a button in your Resolution Center page, if not call eBay when you can get a US based Rep and have them review the tracking. They should close the case in your favor and issue a refund.

That I am afraid is one dumb statement by the seller! The seller is ABSOLUTELY responsible to have an item 1) delivered in good condition, 2) as described in listing, 3) packaged as to avoid damage in shipping and 4) relatively "on time!

ignorant sellers often think that they can "game" the system by refusing a package. They can't and that only leads them to losing the item and their money!

Go to the bottom of the webpage and find "Help & Contact" then scroll down and find "Call Us"

be patient & calm - which I know is hard to do when you are upset! But it looks like you did the right things and are covered by eBays MBG. Be patient but persistent. Oh and come back here if you have questions on procedures. I'd hate to see you snatch defeat from the jaws of victory!

Are you in US @chuesca0 or Chile/elsewhere, and did you buy your own return label, or did eBay issue the return label?
Google "eBay number" then stay silent when asked for you eBay ID, quiet again when asked why you're calling, then say "buyer" at that question. Finally, when you get a rep, say you want to escalate the case.
