I bought two suits from China on ebay and both were completely wrong to what I ordered. Since it was China, the sellers claimed they could not send a prepaid label but assured me they would reimburse me for shipping costs. Each suit cost $60 to return ($120 in shipping total). I sent them photos of the receipts and they said when they received them I would get the refund.
They received the suits back weeks ago. My refund for my purchase price was given and the case was closed. I have sent many messages about my return shipping and they have ignored all of them.
Am I covered for my return shipping? I can't open a new case or do anything. What are my options? The return shipping cost me more than half the original cost of the suits (they were cheap suits) So I really need to get this back. I have in writing that they promised to send this refund.

In other returns, there has been an option in the case to click "haven't received refund for return shipping". Is it because this was an international order that that is not available?
These are sellers with years on ebay and tons and tons of positive feedback.
Is there no option at all? So frustrating.

Yes. Its too late. Return intl shipping costs has to be arranged for prior to you returning item(s).
The seller has to pay for return shipping as per the link below, but you also have to get with the seller to ensure this is arranged before you return item because buying shipping labels for returns can't be bought directly by the seller.
Shipping labels for international returns
They must pay you to buy the label once you figured out how much it is to send the return and invoice them via PayPal with PayPal Invoice link.
eBay really ought to figure out a way to facilitate this by letting the buyer enter an amount for return intl shipping costs to be paid by the seller in the return process and wedge a dynamic PayPal Pay Now button in there somewhere which grabs the amount the buyer entered for return shipping, the buyer's PayPal email address as recipient, the listing id/title.

How can ebay get away without telling a buyer this? Under ebay protection I am covered for purchased price and return shipping. At no point whatsoever in the return process was I told I had to get payment first for return shipping. How would I know that? I have never returned something internationally. And the seller promised they would send return shipping costs when they received the items back. This is in writing through ebay messages. Isn't that at least legally binding?

International small claims court? I mean, come on. Is ebay really encouraging international sellers to engage in illegal activity because most people just wouldn't do anything about it?

Actually, it is mentioned. You have to read the money back guarantee policy questions and answers and figure out what it means.
"I see an item from an International seller I want to purchase. What if I want to return it?
International returns cannot be fully handled through the standard eBay returns process at this time. It's best to contact the seller directly if you have any questions about their return policy."

The standard returns process is the buyer gets a return label and a refund when tracking shows delivered.
eBay cannot, at this time, force a seller to provide a return shipping label. And eBay can't force them to send you return shipping money. However, if you ask for the money up front and they don't provide it you can ask eBay for help. You let them know the seller is refusing to provide return shipping costs and ask them to force the seller to refund. Usually eBay will go ahead and refund and not require you to return the item.
I'm sorry you believed the seller. Send the seller an invoice on PayPal. (request money) If they don't pay go to PayPal's Resolution Center at paypal.com/disputes/ and let PayPal know you are seeking reimbursement they promised and ask if they can help.

Thanks! That was helpful. Guess I should have read the fine print. Bottom line is I was told something by two different sellers and both lied so they could come out on top. Just really pathetic.
I will send an invoice through PayPal. That's a good idea.

That's what ebay and both sellers told me to do. I have never had to return something internationally. I assumed ebay had me covered if they decided to screw me like this

Ebay most certainly did not tell you to do that.

Yes they did. Even in the return process it said to ship back at my own expense since the seller could not send a prepaid label. And nowhere did it say if I in fact followed those instructions I am at the mercy of the seller and if they decide to steal my money joke's on me.

Wrong. eBay never said you can purchase a label.And eBay never said we'll ask the seller to reimburse you.
Moreover, eBay never gave you a button to Ask eBay to step in and help you out of this predicament, but you did get a link to unilaterally Close the return.
