I have a buyer who has 4 items from the same listing and I cannot combine the shipping I do not see and option. The buyer has them in his cart but I am unable to adjust the shipping cost. Does someone know how to get this done?

If you had multiples of an item in 1 listing (like having '10' of these) then you needed to put a shipping amount for the first one and an additional amount for each added one. At this time, just figure out what you're gonna charge and tell the customer to pay as shown and you will refund xx (after you do the math) is the simplest way if the buyer has already 'bought').

I can only offer 2 ideas...
1. Do you have "immediate payment" activated? if so, it will not allow the buyer to "Request" an Invoice...
2. If the items are already discounted, or on sale, the buyer cannot request a total...(i don't think)
The only think I do in that situation is create a new listing for that buyer with the total shipping....

Has the buyer gone to their shopping cart and requested a total?
If they are using the app, they won't be able to, they'll need to use a regular browser.

As @monica-sells mentioned, if you don't have immediate payment required and if the items are not on sale, the buyers should be able to click on 'request total' in the cart. Then you will be able to see the items they have purchased and send an invoice. The request total option is on the top right of the cart and is only on a computer. It can't been seen on the app.
As @stainlessenginecovers mentioned you should set up the combined shipping on the listing itself. It's too late to do that for this transaction but you can set it up on your other multiple item listings.
