I had a item listed as shipping to the U.S. only. It had a winning bid and all was great. I went to print the shipping label, and found out it goes to Puerto Rico, which is technically part of the U.S., but the shipping cost was $12 more than for the continental U.S., and so more tan I had on my listing. I messaged the buyer and they said they will gladly pay the additional cost for shipping and that I could charge them for it sending a request through 'pay for additional shipping charge'. I can't figure out how to do that! Can anyone help me out?

eBay policy states that you can't increase the postage cost after the item is sold.

You are in Idaho, so shipping to PR via USPS would cost the same as to anywhere on the east coast. If you are shipping via a service that does have a surcharge (such as FedEx or UPS) then you should have set that up when you set up the listing. This can be done either by using calculated shipping, or using your Site Preferences to set up shipping rate tables that have different flat rates for different geographic locations.
Since the buyer has already paid, there is no way to invoice him through eBay. You can send a money request through PayPal but that really shouldn't be necessary if you're using USPS.

Cost will be the same to PR.
No no need to charge the buyer more.

Also, I know this was from 2018 but I looked at the replies you received and they were wrong by the way.
