I've been wanting to add international shipping onto my listings to Canada. I tried to add "USPS Priority Mail International" option however, it is insanely costly. For example a coat costs $43 for shipping.
I've looked at other sellers and they offer shipping for $27.75 with "International Priority Shipping" , is that not the same as USPS Priority Mail?
How can I change to that option or reduce the cost of shipping?

That is likely the eBay Global Shipping program. When you are revising your listing, just above where you would enter Canada for international shipping there is a box to check for eBay Global Shipping. Then you would have "none" selected for other international shipping options. When a buyer purchases and pays the shipping address on your shipping label will be to a distribution center in KY and then they will put the appropriate label on for the international portion. With Global shipping the customer pays the duties when they purchase and eBay handles that aspect.
Another possibility is the eBay standard international delivery, but I'm pretty sure it's Global shipping that has "international priority shipping" as the description. Just a note, with eBay standard international delivery, the duties are NOT collected at the time of purchase so they buyer will need to pay the duties when the item arrives.

You could also consider offering First Class Package International.
It comes with delivery confirmation to several countries, Canada included.
It's good for packages valued at no more than $400 & weighing no more than 4lbs.
