A scamming seller protected by Ebay

So I received a non working counterfeit product. Seller promised to sent a replacament which he never did. Eventually I opened a request for a full refund. Ebay set multiple deadlines for the seller to respond and he never did. From Jun 10th the case is stuck on hold. Will I ever got my money back and is there some other way to contact Ebay besides the US phone number which works in non daily time at my country and it will cost more than the item price to begin with. Also I reported the item but the seller is still oferring it scamming other people.

You have now blown past all avenues of relief at eBay.

The next step is an item not received (yes, item not received) dispute at PayPal:

Find your payment on the list, open an item not received dispute, and type "item not received" in the message area.

Ignore the advice to wait for a reply, and instead click Escalate to PayPal hidden three lines from the bottom of the page. Enter the comment "item not received" and escalate the dispute to a claim.

Then go silent and lay low for 11 days.

When you open a case, ebay gives you instructions, what to do next. You need to follow those instructions. Apparently you didn’t read those instructions or did not understand what you were reading. I would follow the procedure which ebay has in place, to protect buyers, under their Buyer Protection Guarantee. You can call ebay and ask for advice and clarification. Maybe those hours are not convenient for you? I could always get through to them, either before work or after work, so give that a try.

OP makes the point that such a phone call would cost more than the value of an item - if there is no way for him to make his complaint electronically, there should be.
