3rd party shipping problems, again but my problem so far..

So I sold some desktop ram for about 115 bucks and shipped it same day, first class Feb 17th.  Tracking shows it left my post office and then nothing, opened lost package claim March 3rd I believe.  Buyer has wanted a refund since end of February and opened a case a few days ago, I went to refund him when I noticed a international shipping fee.  Funny I don't ship international and am charged for it on average 1 out of 10 listings, such a scam.  Anyway I asked if it was being reshipped and he confirmed it was, do I just refund and eat the hardware and financial lose since shipping never shows delivery to the reshipper?  It really sucks because there's no way I can check with whatever reshipper he's using to see if they have it or not and I'm questioning why he wanted a refund so quickly when reshipping usually takes several weeks anyway.  Of course they say they will return it if delivered but I've had alot of orders to and from delivered with stalled tracking that never updated...  For now I told him that changes things and I'll give it a little more time but I don't think they are going to like that.  I didn't insure it, should of used priority for the minimum insurance at least.  Live and learn

You don't care what the reshipper does. They might put it in a barrel. It might go in someones suitcase. Who knows.

 

If it was delivered to the freight forwader then it was delivered as far as you are concerned.

 

If the last scan just says "out for delivery/tracking status not updated", this means the carrier was too busy/tired/lazy to scan it and you just gave this memory away for free.

Tracking last shows leaving my local post office , never scanned in or out afterwards at our State usps distribution center here in KS that would of probably had a few more in out scans before the reshipping destination in Miami FL.  Of course the post office has given me no response on the information claim I filed or lost package filed since.  I suspect it was sent to the reshipper and in transit without scans as I sent other orders the same day that have since been delivered without several tracking scans.  Buyer probably realizes it's free ram since no proof of delivery to the reshipper can be provided.  Wish we could block reshippers and not be charged international fees for being domestic shippers, but you know what they say, wish in one hand...

I have heard a couple of different scenarios on this. One was to allow eBay to force the refund on a INR case and then if the item finally delivers with tracking proof, the you can go back and file an appeal and get your money from eBay. You may get an account defect with this and have to appeal that as well.

 

The other was if the seller just refunds, then you cannot file an appeal if it eventually delivers. 

 

Other sellers might be able to provide more info.

 

Anything of any real value that I don't want to accidentally lose do to USPS deficiency, I have been shipping UPS Ground.
