15 days waiting; package stalled in USPS tracking; USPS "Case Closed"

Not sure how to proceed. 

 

Item purchased 15 days ago. 

USPS tracking stalled  at 10 days,

I contacted USPS

Three days later they responded "package located in your city, CASE CLOSED"

Still no package has arrived. 

 

When to file for a refund through ebay?  How much time to I have left?

Should I wait longer for the package?

Some parts of the US mail is running very slow. Try to give it a few more days. The case was closed at the destination office because it was not there, probably stuck at a sorting facility. I have multiple items stuck now. Some were taking up to 20 days to get delivered. I've already refunded a few. See if you can open package missing case and not a trace case.

You can open an INR 1 day after the estimated delivery date and you have 30 days after that to do it.

If you plug in the tracking number and it doesn't show as "delivered," you can go to the order and open INR. 

 

ETA: 

BTW, you shouldn't be the one to be hunting down your item. That's the seller's job since he's the one who needs to prove delivery to you.

If you have lost money because of customer refund on undelivered or not yet delivered package and you shipped it Priority Mail then file a claim with USPS because they failed their deadline and you lost the revenue.

Ok, but when I looked into that it seems INR is asking for a refund, which I don't want. I want the item for which I paid. What is the best way to get it?

Of course you'd prefer the item you purchased - that's why you bought it! But if it's lost somewhere in the mail, you need to be made whole. If you get a refund and the item is ultimately delivered, you can repay the seller.
