We were originally going to post about something ebay could do but noticed this when checking 'that' - now 'that' is after the photo.
As far as I know 12:04:33 - AM happens after 10:21:54 - AM. Right? So explain this -

We wanted to say ebay should hold the EISD amount when sending payments so it's 'there' when needed.
We don't use the other ebay freight forwarder deal that you have to sign up to so don't know if they take the label money when it's printed. Most likely not.
But we then noticed the time deal when the EISD thing when out for delivery in whatever country it was sent to, and we got the charge for it message, along with a 'we sent your..' one above it on the list - so the payment one was sent after - as far as we can tell.
Ebay had taken the payment for a US label bought after that item's payment was sent, but not for the EISD one that was deliver before the payment was sent - again as far as we can tell.
So as far as we can tell the charge for the label could have been taken from the payment sent - right?

You really should switch back to EIS. -When they were rolling everybody in, it was a total mess like just about every change eBay does. My country list was as few as 12 for some items, and it changed from day-to-day. Eventually they straightened it out and got it stabilized with the full list of eligible countries. Check it out:

OP has a B&M thrift shop with several employees and they all use this account (and others) to post here, never signing their posts, so you don't know whether you're getting a he or a she or even the same person within the same discussion. @gurlcat
OP does a lot of auction format listings so they probably would not see eBay International Shipping appear on those listings which is more involved and not worth getting into since they have no interest in eIS at this point. But you can read up on it if you search through this forum. I've posted a lot about eIS account-level restrictions in the past.

So auctions are available to a narrower list of countries than BIN's? Why?

Almost right - it's a wood and stucco record and books and other great stuff shop with four woman employees, with Darlene [me] doing the asking/replying most of the time, and the other account being used for consignment and run by Yvette.
And Steve is now the ex-boss - decided that 55 years of working was long enough and sold the place to us ladies for cheap.
