If you're referring to the "helpfuls" other members can give a post, that's really nothing more than a popularity contest. Members who are cyber-friends get together and give their pals "helpfuls" as though they were "likes" on Facebook or other social media sites. They mean absolutely nothing. Same with solutions. Same with the board monikers.
Especially when the OP selects one of their replies as the solution that didn't solve anything.

@fairdeal*lb - it's unlikely we would be able to promote listing here in the Community - but I like the idea.
@pburn - I'm not sure I agree with you on "helpfuls" (it's ok to agree to disagree 😀). I use them when I see a good question or suggestion, and when I come across a good response. To me it's not about "popularity" but the readers opinion whether the post was helpful to them or others. Is there some of the behavior you mention, of course, but that doesn't mean it is the majority of the helpfuls left or received.
Solutions are similar for me, it's whether the OP or an eBay staff member (on occasion) believes the response addresses the question or comment. It's the opinion of the OP or o occasion eBay staff.

@fairdeal*lb Actually I don't think the group is quite as large as people think ... they used to post the number of members who were actually logged in at any one time ... if memory served the numbers floated between 8K - 12K but for some reason that is not posted any more or if it is I have no clue where to find it.
So if a member is in the top 100 who have Received Helpfuls that's pretty good considering the top 100 would be a very very small % of the number of members who actually come here.
For myself I would like to see the Most Marked as Helpful Authors list eliminated and replaced with a list where Solutions drive the ID positions / ranking AND rather then just 5 members expand it to at least 20 or 25 ... or more would be fine ... to me that would be "Giving Credit where Credit is due" more then the current system.
Your post used words like "expertise" and "dedication" which to me would lean more towards Solutions then getting Helpful votes. Now, I know there would be some who would argue that some Solutions are subjective and I would agree with that BUT on the flip side (and it probably evens out) some Solutions never get awarded despite the member supplying a correct answer ... that falls on the OP who may simply have no experience doing the follow up here once they are helped ... or can't find their thread again (LOL, we all know THAT happens).
In the title you mention "pop-ups" ... sorry, I have to plead DUH!!! because I don't understand that reference ... if you mean perhaps they should receive some type of monetary gain I would suspect that would be too subjective ... BUT on the lighter side I will close with a little levity and one of my favorite quotes for situations like this ...

Good morning, I was thinking more (commercial ads) here on the boards when I was referring to pop-ups, not really to promote listings. The grading system would be the real challenge.

those posters know whats going on with ebay and have good, useful information
you can also peruse the top 100 posters and compare

I’d rather not get accolades for what I do here. I would rather ebay do SOMETHING here to jump start this awful slow period on here like do the site wide 5 percent off or SOMETHING TO GET SALES GOING HERE. For everyone. I have done everything possible lowering some prices beefing up my store , investing in TONS of new inventory.

I still have no idea what you are trying to accomplish here.
A "spot ad" for the "Pillow Guy" here on the boards, as a reward for those posting info here? Is the "Pillow Guy" posting helpful suggestions here on the boards.
There are enough ads cluttering out searches, and listings as it is.
I think some post here just to draw attention to their selling.
Perhaps I'm having a senior moment.
Not trying to be rude, but I see no value in your suggestion.
