**bleep**,starting out it won't let me choose a proper forum to post in. Hey eBay you stink. I keep looking at posts here & want to reply but they won't let me. No square to click on for me to respond. Why the heck not? Anyone else have this problem?

If you are looking at the Member to Member board, only certified eBay mentors can respond to those posts.
You should be able to post replies to most other discussion boards, other than some of the specialized groups that require you to join the group first.

The only board yo cannot reply to is the Member to Member (Mentor) board as eburtonlab wrote. You can reply to most other topics posted on the various Discussion & Knowledge Base boards.
When you search for topics to read/reply to, check the posting date before replying. Topics over a month old have likely run their course. If it has a green check mark next to it, the author of the topic has accepted an answer as a solution. Topics over 6 months old may no longer be relevant because eBay comes out with major policy changes twice a year, and sometimes makes smaller changes in between those.
If you are searching for answers to a problem you have, you can easily "Start a Discussion" or "Ask a Question" by using the Blue buttons with those labels in them to the right of the first topic on the board page.

I think what OP is talking about is threads in public boards, like "bidding and buying," where the reply button is just gone, and there's no lock visible. Not locked or mentor threads. I have seen this before. I ran into 5-10 of them a couple days ago.
Most of these threads look like the discussion should be locked, so I am guessing they are, but for some reason your browser isn't showing you, or perhaps eBay's database hasn't gotten around to fully locking them yet. Try doing the usual "reset your browser and clear temporary browsing data" stuff. It shouldn't require erasing any cookies. Maybe see if the same thing happens in another browser first.
