When you click on his username it is his account. He had a purchase from the spoofed page, made the transaction, the buyer called him and he refunded.
When you search for
10 Count NGK Spark Plugs 2622 BUHW
in eBay you can't find the listing.
This person is also manipulating Google to show this listing.
I sent a report to eBay.

I see what you're seeing but I can't explain it.
The second item that you refer to as the spoofed listing has an invalid item number, 1238067446.
The URL also is different. In the legitimate listing, after ebay.com, it shows /itm/ whereas on the fake, it shows /p/

The second link is a product page (note the /p/ in the address instead of the /itm/ of item listings).
Product pages are typically linked to items from several different sellers; when one seller's listing sells out, the next seller in line appears on the product page. Items are linked to product pages by ePID numbers (eBay Product ID). Other sellers' listings can be seen under the "All listings for this product" section of the product page.
From time to time a single quantity listing is mistakenly linked to a multi-quantity product page because the same product number is used.
Use the email link on that page to report catalog errors, or else remove the ePID from listings you want to unlink from a product page if it has been linked inappropriately.
