This is good info, however pinning it to the top of the boards means it might get missed by your target audience. A lot of those posts with non-descriptive titles are coming from users that are directed here from the help pages and taken to the Community Home page or the Ask a Mentor page where they start their post.
Is there a more effective way to present the info to the non-regulars that come here for help?
The one idea I had - I see a large blue banner info at the top of this page where I'm creating a post that says:
This is a public forum - please don't post personal information such as your name, financial information, address, email or phone number.
What if you add a sentence after that with a link to creating an effective post so there's a better chance it would be seen by the drive-by posters you're targeting?
While we're speaking about that blue banner, it would be a good idea if the eBay team were to add "other members' eBay IDs" to the list since that's the most common personal info that's posted.

@wastingtime101 all good ideas. I too thought about posting this on the AMA board. I'll reach out to the Community team to ask their thoughts.
I like the idea of making the body mandatory to fill out. I'll explore this idea and will look into modifying the text in the blue text box.
I've gone through the steps of posting on the AMA board through the Help pages several times to see if what the confusion might be. The only thing I can think of is that maybe posters think it's a live chat session instead??
