Notification Redundancy Display ... why is this thing back?

I thought they got rid of the Redundancy Display on Notifications?  I noticed it just came back recently ... what's up with that?  For me ... get rid of it.

At least you don't have to click on it to see your notifications.  Just mouse over to get a preview.   You still have to click on the bell to get the number showing to go away though.

In the galaxy of ebay glitches, I would rate this one as the most minor.
