why the hel* can't I change my shipping options?

I have bids on an item but someone internationally wants to bid and I can't add international. I keep changing this stupid thing and it reverts back to shipping in US only.

because you would be changing the terms of the contract that the prior bidders have agreed to when they placed their bids.

I've been on ebay for 18 years and don't know a single person that placed a bid or didn't because I did or didn't ship internationally. it has nothing to do with it

Not true.  The list is very limited but there are some changes that can be made even if an auction has bids.

from eBay's help page on revising a listing, with more than 12 hours on an auction that has bids:

(note:  the new help and policy pages really reek, very sloppy and omit lots of information - this is direct copy/paste)

You can:

• Add a second category, unless there are category restrictions. (Fees may apply)
• Add to the item description
• Add photos
• Add optional listing upgrades to increase your item's visibility
• Reduce the reserve price of your item, in applicable categories. (You won't receive credit for any difference in your insertion fees)

You can't:

• Change the listing format
• Change the listing duration
• Change the starting price
• dit the listing description
