You need not do anything to allow a buyer to request an invoice from the desktop website.
The apps have always had problems requesting an invoice.

Go to Account Settings > Selling > Shipping Preferences
Look for the header "Allow invoice requests" and make sure it's enabled.

Hi @allkindsofneatstuff . I saw in your post on another forum you have "allow invoice requests" already selected as shown in the helpful screenshot from the post above mine.
The problem is most likely you're trying to locate the option on items ineligible to combine. For example, eBay does not allow invoice requests on items marked down.
I added a few of your cosmetic items to my cart. I chose items not on sale and the "request combined shipping" link appeared no problem. As soon as I added an item that's on sale, the link to request an invoice disappeared.
You may want to consider setting up combined shipping rules so you don't have to worry about this.

That seems kind of odd that you cannot request invoice on items on sale… Is there any way around that?

Set up combined shipping rules so an invoice request isn't necessary.
