I only listed 23 listings, I thought they were free, but I was charged for insertion fee. 0.35 each
is this a mistake or a new rule I didnt know? or Have I done something wrong?

It's a known issue. Kicked in at at the end of July. It's being investigated. There are a few other discussions currently running. I believe credits should be applied to those it affected shortly.

do I need to cancel all the unsold items when they are about to expire before eBay automatically relists them?

Did you upgrade anything that has a listing charge, like add a bold title, second category, scheduled a listing, put up a reserve on an auction?

Oh, i see you are an established seller not a newbie, and you will know the difference between an insertion fee and an upgrade fee. Apologies.

eBay is making me nervous, I'm very broke at this moment, really I'm unable to pay more fees.

wow, according to some users, we have to call eBay customer support to get credits, why can't the system automatically apply credits to these affected accounts? eBay sucks!

I'd like to give an update
I sent 2 messages to eBay customer support,
one Rep responded that he could not see that my account was overcharged and suggested that I sent him "item numbers for which the Insertion Fee was charged to you"
The other Rep said he understood the issue and "I’ve already taken the initiative of sending in a report that your account has been affected by the bug. Our technical team is already working on a resolution for this. We know how much this can really affect our business with getting charges for things that should have been free. So I’d like to thank you for raising this to our attention. We can't provide a fix date yet due to the complexity of the issue. However, please rest assured that we'll do our best to have this fixed as soon as possible. Your patience and cooperation on this would be highly appreciated."
The good news: they have reversed the charges and given me a credit
