Shipping Label not completely printed

why am i suddenly being charged for insertion fee? I thought the first 50 listings were free.

I only listed 23 listings, I thought they were free, but I was charged for insertion fee. 0.35 eachis this a mistake or a new rule I didnt know? or Have I done something wrong?
