I live in France, I promote my listings for Ebay's fee. My account is Ebay.fr.  On nchecking out It says it's for Ebay FR? What does it mean? Is my listing promoted Woldwide or not?

IF NOT does Ebay STILL take that fee if it's sold Ebay.com?

Plain English answer would be nice.

So impossible in France to contact Ebay.

None of your 36 listings on eBay.com show that they are "sponsored". 

I am in the U.S. When I promote my listings, the promoted ones show "Sponsored".

I don't know if that helps, but it seems your listings on the U.S. eBay site are not promoted.
